地契係政府同小業主對使用有關地段的合約，對業主一定有影響。

I think a lot of people do not understand that, in Hong Kong, when we "buy" a house, we are only paying the "rights to use the land" . 即只有 " 使用權" ，並非 "擁有權 " We do not own the land. Thus, legally, we are all "tenants" (租客).
