they usually use facebook...
moms network... see if you concentrate on School and education?
ladies profession (mom's group)..
or people from Church..
here in NY.. they don't really have any big forum... we usually go out with friends of friends and expand our own network

oic... you can go on Facebook... there are so many forum... we have one in facebook as well.. for new york and new jersey moms.. haha.. just for gathering purpose.. also, one for school (all Chinese parents)..
