As long as you have AU PR or Citizenship then yes.
As for English for Adults, my Mum went when she was 39, she attended local English class in Churches, it helped a lot. Not excellent etc as she is a housewife and we lived in a suburb with many Chinese.
But that was still ok, she got around and purchased grocery etc etc.
The biggest difference on whether you will learn English is if are around locals or not. I suggest go to Church, even Chinese Church groups ok, they have help for new immigrants! Good Luck
