the environmental dept is not the one who collects the used computer. the ngo did! this case is really weird. your brother should pass the photos and info to the dept and press for an investigation!
i think the scheme is sponsored by the environmental dept and the dept is not involved in the daily operation. the dept may be cheated by the ngo. so, instead of blaming the dept, your brother should alert the dept which should investigate the incident and take necessary steps to ensure that the used computers are donated to the needed.
