There was a change in PHL embassdy that they will no longer accept direct hire so all employment must be processed via an agency even when it comes to the case of direct hire. Agency will just charge less that's all.
As for needing to go back to PHL Vs just simply leaving HK (China is an option) to get the passport stamp to show she has left HK before HKG immigration can start process, it depends if you want to follow rule by the book or go between the grey line.
