some people told me (not 100% sure) if you are non-resident, then of course using HRSAR passport as a visitior to come to Canada, and CRA won't challenge you for any incorme tax ...
but if u r using that to come to canada, then stay longer than suppose to be (visitor only have 90 days stays) then CRA might thought u r returning to canada for good and want to be resident again... then if they want, could dig up your file and ask for the income tax payment...
anyway, that's what i heard from others not yet proof if that's true
