The problem is kids in Canada have learnt French for a few years, but my kid has never learnt any French, would it be difficult for her to pass and get a credit?

unless u choose the french school, or else, french could be taken as second language. so what is the issue.
Your child should consult with her school counsellor for assistant. I believe her school should have French courses at different level too.
Back to my time, my counsellor helps me by filled out a course substitution form, which my French course was substituted by Gym (aka. physical education in HK). However, my case was happened at least 15 years ago, and I am in regular high school (non catholic school).

she has the choice to drop french. my daughter dropped french already.
